Help iPhone 5S Sim Not activated

I have a issue for my old iPhone 5s (i bought it here from a guy and was factory unlocked) I used it for 6-7 months and now upgraded. Anyways, after deleting my iCloud account from the 5s i erased everything from the reset options. Now while activating it again on the same sim or another sim, It is giving me error of Sim Card Not Supported. Can anybody help me how to bypass this issue? The 5s was factory unlocked (Japanese variant) as there was no jailbreaking or use of gavey sim in past.

Is it only happening with that one SIM card or with all SIM cards?
