[Help] Getting good pings with PTCL hosts

I am using a cable internet named as Leo net in karachi. I used to get great pings in games when connected to a ptcl host. Now all leo net users have
300-400 ms of pings. I talked to the network guy and i really don't know how to explain him into fixing this issues. I have given him certain IP addresses of PTCL users. If any of you could give me a technical solution into this. Maybe its routing parameters that need to be changed or whatever that should be the solution do let me know.

You don't have to do anything or may be it can be an issue with your wire or connector if it is replace them, or if not than your cable guy is suppose to fix on his side.

its just the server configuration that has been changed. There is a lot going on at the background of servers like re routing, forwarding etc. They kinda mess up with the IP addresses and so you get bad ping

Someone at Pg posted this ptcl local exchange IP address: 221.120.254.22 -t
i used to get response rate of 3ms. The local exchange ip address has changed and now i dont know which is the local exchange number of ptcl to benchmark it.
