[Help] Building a rig but not for gaming

Hi guys! Im back and Im so excited to because this is going to be my second built . My first build is already in the future-proof stage since I upgraded the mobo from a B75chipset to a Z77 one to OC my 3570K .

Anyways back to the main point .I have to build a new rig for my family back in Pakistan . I have a budget of $400 .Calm down ,it wont be used for gaming haha ! The usage would be surfing web,programming <C++,Java etc> ,watching videos ,download documents and word processing .

I was hoping for 6th Gen i5 that is not unlocked .I heard that 6th Gen i3 is in competition with 3rd i5 ? I find that too good to be true ,if that is the case then I'll go for the i3 6100 and spend the left money on coolers since my pc couldnt survive the immense heat Karachi has .

If I go for a i3 build ,Im getting this deal for
i3 6100 + Asus B150M-A/M.2 + 8GB 2400mhz DDR4 Fury X + 1TB seagate for $287 . All new

That has left me with Chassis and PSU as essentials so I was thinking of going for a TT 530SE yet again ,it costs like $55 in new. But I really want to emphasise on the chassis ,I want one with good ventilation so that it doesnt give any heat issues . I wouldnt be in Pak if it runs into problems since I only visit in vacations so I want it to be as reliable as possible . Plus ,while writing this the thought of SSD came into my mind but I feel like it might hurt my budget unless proven otherwise .

As for GPU ,I think the integrated will do a fine job since I mentioned earlier that this wont be used for gaming .

It's a Good idea to cut money on unnecessary parts such as 8gb high speed, expensive case. A standard case with intake and exhaust fans can do the job, integrated psu will do just fine, I also agreed with your i3 choice, YOU MUST focus on SSD because only SSD will make your pc fly not fancy case or cooler. Keep your budget low as much as possible and invest saved money on other things such as printer etc.

A Core i3 6100 is more then enough. Although the memory you are getting is a bit too much for non-gaming tasks. Get a standard 4GB DDR4 RAM. And heat wouldnt be that much of issue, since you wont add a dedicated GPU. Just get a nice, ventilated case with quality fans.
