Dreamweaver vs flash

So, i've thought , instead of games, i'll try web designing!

I have never done web designing, and i need a good program in which web designing is most easiest/effective. i know a little bit of actionscript, and no dreamweaver, i can make good graphics in flash, but if dreamweaver is easy and more effective, then i'll use that.

I really dont want to do HTML (unless its really much better than these both) and i want to be able to draw the website layout, (can u do that in dreamweaver?) unless a coding-only program is better.

dreamweaver and Flash are totally different things. Flash is for animation stuff and dreamweaver is an IDE for html/css/asp/JS/ etc. moreover if you want to draw website layout then you need Photoshop or Illustrator or Fireworks.

website templates are made in photoshop
give google a try and look for website layout tutorials.

k thanx ill check them in a while, but i read that u can do web designing in flash too???
