Does PTCL throttle speeds?

I am on 10 Mbps ADSL2+ line and the connection was working perfectly for the last few months, along with smart tv. I would be getting speeds of 9.9 Mbps+ consistently. However, after a day of heavy downloading (around 40 GB in one day), internet went away for a few hours, and when it returned, I wouldn't get a speed higher than 1.8 Mbps. It seems someone made a conscious effort to limit my speeds. Even the Line Rate was reduced from 14334 Kbps to 13509 Kbps.

Traffic Type:ATM
Line Rate - Upstream(Kbps):1092
Line Rate - Downstream(Kbps):13509
LAN IPv4 Address:192.168.10.1
Default Gateway:39.50.128.1
Primary DNS Server:39.39.39.39
Secondary DNS Server:182.176.100.11
LAN IPv6 ULA Address:::
Default IPv6 Gateway:::

So my question is, has anyone else experienced PTCL throttling their speeds? I have lodged a complaint two days ago, and also made 3-4 angry phone calls. But all they do is call me from 01218 with their recording of "We have fixed your issue. Please press 1 if it's fixed."

Can you post a screenshot of your ADSL stats page? Maybe its an issue with your line. I also seed torrents and download a lot of stuff but never experienced such severe throttling. The only time it goes to crap is during peak hours and some streaming sites such as Twitch never work on PTCL due to poor connectivity from PTCL's backend side.

Here you go... I think stats are fine. They're the same as they were when I got good speeds, apart from the Line Rate. Like I said, someone down at the exchange made a conscious effort to limit the speed. What do you think?

Everything looks fine here. According to the line rate you still should be able to receive around 10mbps speed. There is something wrong on their end. Try using a VPN to check if you get improvements in speed and ask them to refresh your port.

Getting 1 ~ 1.5 Mbps with VPN. One of the representatives I talked to on the phone did ask me to shut off my modem and restart it after a couple of minutes, during which time he said he refreshed the ports. That didn't seem to fix the issue.

Not really. My average internet usage is above 400GB/month but I haven't experienced any kind of throttling ever. Even my last month's usage was 780GB yet no throttling. Works just fine. I also have the 10MBPS connection.

It seems they throttle some users and not others. It is the fourth day today since I lodged the complaint and no one from exchange contacted. Does that mean they know what the issue is and don't want to fix it? :confused:

The lineman came and hard reset the modem. Speed is somewhat better but still not 9.8 Mbps like before. Also Line Rate is further reduced. It was 14334 originally for 10 Mbps + Smart TV. It was reduced to 13509. Now it is 11262.

The best way to fix this is to keep kicking them in bu** over phone. More people do it, the more they're pushed to take action. After all it is a private company.

Not facing speed issues but there seems to be an issue with consistency. The speeds drop to KBs for a like 5 minutes and then back towards normal, frequently, over the course of the night. The lights from the router indicate no disconnection issue. Most of the time it happens I'm either watching Youtube or streaming Netflix.
