Do SCOM (Ufone) SIMS work in NON-PTA sets?

I have an old SCOM sim purchased when last traveled. Can I use it in non-pta sets? Put it in an old pta approved mobile and am getting "R" on top of signals but can't use because no balance.

Will it work in non-pta sets and if so will get 4g signals?
