connection of tp link with my dsl modem

Respected fellows
heres a problem with my ptcl modem, infact i wanna use it as a tp link router
i got a connection of dsl (wire) from my neighbour (who give me through his tp link router )
i give 192.168.0.110 IP to my dsl router
and range of dhcp is (111 199) obviusly
when i connect it with wifi it firsly grant me IP 192.168.0.111
but browsing is not possible
later on when i disconnect wifi and again connects it gain ip 192.168.0.102
which works awesome
where is the problem why it not works on this IP 192.168.0.111 :/ :/ :/
plz solve this problem

dhcp is configured where on ptcl modem or on wifi router tp-link, make sure there is only one dhcp service running preferably on ptcl modem.
