Best PC Bulid Under 20k?

Hello guys! Its my first post in here & i am new to PC.
Now my budget is 20K. And i dont know about anything regarding buliding a pc.
I just want to play:-
GTA V/ GTA ONLINE.
Counter Strike Global offensive.
Tekken 7 & some other popular games like witcher 3.
My only concern is that the game should not lag! please suggest me a PC bulid for these things. Also explain me what is FPS? What does that mean 60FPS? Where can i bulid this PC? What is the best Place in Lahore to buy this PC? Kindly tell me in detail with prices. Thank you so much guys.:flame::flame::flame:

I have tried to answer some of your questions below:

Suggestion for pc:
h61 mini itx motherboard rs. 1500 (make sure it has a pciexpress slot for graphic card)
i5 3rd gen processor 3340 rs. 6500
ram Kingston 8 gb ddr 3 1333 rs. 3000
300 watt power supply 80+ rs. 600 (try to buy good brands like seasonic, fsp)
hard disk 320 gb rs. 1400
gpu Gtx 1gb 750 rs. 6500
casing rs. 500

Total = 20000

This configuration can easily play gta v, tekken 7, witcher 3 (on low medium settings):

Please do search for some more videos on youtube, mostly contain settings of the games you are interested in playing....just follow those for a lag free experience.
Later on if get some more money you can always update the parts.

I am originally from Karachi, hopefully some Lahore members can help you out regarding trustworthy shops there.

dude in this price range its just better to buy a console. Because using a 750ti you wont be able to play at 1080p 60 fps and isnt that the entire point of PC gaming?
Try to save up a bit more and increase budget to 30-35k. Get an old or used i5 or a pentium G4560 and put the rest of the money towards a decent graphics card like an RX 460 4GB. Ideally you'd want your system to last you 3 years before it needs any upgrades.

Try to save up some money and get a Gtx 1050 or an RX 560. I would suggest the RX 560 since it has 4GB of VRAM vs 2GB on the 1050

What's the lowest cost PC you can build that runs 4k res? Monitor included in the cost as well :)
The graphic card alone will cost 90,000 (1080 or 1080ti)
4k Monitor another 75,000
so you are looking at a build in the 200k+ range
