PC Atrocious Pings and speed for over a year

So,as the title says.I am getting extremely high pings and low speeds for over a year now,thanks to PTCL customer service.I have never been able to solve the issue,I have tried complaining countless times but the lineman has the same response "Bhai Apki line sai nai hay,ap internet ki speed kam karalo".I had to shift from 15mb to 10,and now I am at 6mbps.I used to play apex when it launched but was only able to play in specific hours of the day due to high pings and dropout.I thought it wouldnt go any worse,but it did.Now its everytime damn second,I dont have as much dropouts but pings and speeds are bad.In valorant I am lucky to get 150 pings on Bahrain for the whole 30 seconds.Then it would spike back upto 1100.Same case with Apex,its unplayable.I miss having fun playing MP games.What should I do ? I dont have any other ISP here.
