basically the heatshrink is still big enough to wrap around the sleeving holding it tightly. i have tried heating it with a lighter and a hair dryer as well. but it just wont shrink any further. any advices people?

u shud heat it with a heat gun to get a good result.

the problem is not that the heatshrink is not getting enough heat....the problem is that its just not shrinking any more than it has and its still loose around the sleeve.

if there is no way around it does anyone know where i would be able to find heat shrinks???....in isb preferably or lahore??. black colour would also do.

that very strange. i'd ordered 2 ThermalTake cable sleeving kits a few months back (this one: http://www.pakgamers.com/forums/computers-hardware/25246-thermaltake-cable-sleeving-kit.html), and i sleeved a friend's PSU myself using one of the kit, the shrinks held the ends of the sleeves like they should. i didnt even had to use any thing to heat em. just used some force to put em on the sleeve and thats about it.

u can uv paint the sleeves , would be a better option then painting them etc ...
but who do u want to add this to ur rig ...

muhd u keep on mentioning the uv paint again n again....my problems not paint...as you can see in the pic...highlighter has done an equally good job on the sleeve....
