Don't worry about note1 (is os related hardware has nothing to do with it. In 32bit os address is expressed in 32 bits so the most os can use is 2^32 = 4gb to access all Memory install 64bit os just make sure mobo supports 64bit)

Don't worry about Note 2. In dual channel every board has slot id's. If with four slots than mobo manufacturer tells which slots to use first in that case its 3 and 4 which is od as slot 1 is always used first. For this information read manual.

Note3 and 4 > you will be using dedicated gpu so dont worry.

Note5> if cpu has pwm fan than speex can be controlled othervise it will run on 1 speed using m9bo cpu connector. Every cpu has pwm fan so dont worry.
just decide between cpu brand and you are good to go

Seasonic 500W at 2200 is a reasonable deal... i m not familiar with prices of AMD though
