Welcome to this forum, though you have posted in wrong section, use PC Helpdesk section for such things.
And you can get a used GTX 560 in that range

Increase your budget dude, 10k will not get a you a brand new decent enough card, if you go for used it might be a bit risky. Increase your budget becuase whatever you get in this budget will likely to be get out dated in a few months and then you will be wondering why are the latest games giving such a sloppy performance. So spend wisely.

I sold gtx560 for 11k and later realized it was a good card for all my needs, 1080p gaming was great 720p gaming was superb, find a used gtx560.

For 13.5k~ you can get a new R7 250X.It is rebadge of 7770.It will be alot better than other option in this price range.I am too against the idea of buying used. You dont know how much the previous owner has abused it.Get brand new and have peace of mind.

Go for at least 16-18k otherwise it is my sincere advice don't waste any money at all and content yourself with indie games only, Transistor is an awesome game btw. If you wanna do PC gaming, do it the right way or don't do it all together.
