4MB connection 2MB speed

I have 4MB connection at home which was working perfectly from past few months. Now from 2, 3 days i am getting only 200-250 kbps while i used to get 500-520.
What can be the problem?
My line stats shows 4096 as down link in router control panel.

i have the same problem
i had a option page from ptcl today to choose between 4mb and 2mb
i selected 4mb but somehow i am getting 2mb speed ....

seems to be some throtteling issue by our beloved company. a lot of users are facing the same issue.
