GPU prices are weird right now coz of shortage, so there is no right answer here. If it was a normal GPU market right now then 20K would've gotten you a new 1050 or a used 1060. But now CZ is selling a 1030 for 17.5K and the used market is inflated as well.
Not a good time to be getting into GPU shopping, specially if you are on a budget. But if you have to buy a GPU then you'll have to visit the market and see what 20K gets you.
Wait for Nvidia's GT 1010. it's yet to be released. Would be under your friend's budget with very good performance.

The new rx460 is out of stock everywhere. Maybe you could find used one on olx under your budget.

Used market has its unique dynamics, there is no fixed price for a particular item, that's why I said go to the market and see what 20K gets you and buy the best deal. If you can get a 1050/1650 or RX470/570 for under 20K consider it a good deal under current market position.
