whats the matter

i am on cablenet. when i download catalyst drivers from ATI site the download speed is above 150kb
and my normal limited speed is 24kbps, with download speed restriction how it is possible to get that speed. i mean what's the scene is this?

you are on a shared LAN environment, most of the times cable providers setup the cache to speed up the things, maybe someone else on your network downloaded those drivers before and now they are in your cable provder server cache, that why you are getting that speed.

I remember I used to get abnormal downloading speed on my cablenet whenever I download a song from songs.pk etc etc..(which are usually and mostly used by our average internet users)

But if his speed i LIMITED to 24kB, then he should go any higher than that, should he? Not even from the server's cache.
Believe me I know :) I'm on 54mbps (sometimes 10,5,2,1) WLAN, and sometimes, cached videos (from todou) come down at 2+ mB :)

I don't want to go into the networking details here, it just depends on the network setup, speed caps don't have any character to play when we talk about cache.

As far as I know about your mysterious ISP, it use multiple servers replications, maybe they are utilizing sort of distributed network transparency.

Most of the lan networks use cache to boost up their lan speed throughout thats how it goes their no abnormal significance in it . But at times u encounter the updation problems as most of the web cached are old enuf and are not updated in the cache of server so if u want to download it manually try using the "?" at the end to update it in ur end.

For e.g.www.website.com/index.php?
