PTCL Package upgrade issue

So I've been using a 1mbps PTCL connection since they first started broadband. In march they doubled the speed of all their packages, so my 1mbps connection should've become a 2mbps connection. However, no speed change took place, so I *assumed* that my dad had shifted to the 1mbps package, which now cost rs2000/month. However, I got the bill for March, and its rs5000! So I called them up and asked them to confirm what package I had, and the guy replied our number was listed as a 2mbps connection. The question is, why is my speed still 1mbps?? I told them to troubleshoot my issue, I'm posting this as I wait.

Some info:

My line is VERY good, and I had it double checked just to be cautious. My router shows a line rate of 4mbps, and the PTCL guys who installed broadband also commented on our line being very good

Im close to the exchange

I've done numerous internet speed tests (speakeasy and speedtest.net), and I download a lot of stuff everyday (from websites and torrents), and I also changed my utorrent settings to match a 2mbps connection. However, my dl rate is still around 90-120, which is that of a 1mbps connection.

So the only two possibilites for me are:

1) Something wrong with PTCL, and they've failed to actually give me 2mbps
2) Some router setting that I have to change to use 2mbps

So my question is, are there any other ppl who had a 1mbps connection that got upped to 2mbps? How did it come into effect? And how do I resolve my issue?

well Im in the process of figuring out what went wrong..

First I called them up and they confirmed that according to their information, my package had already been upped to 2mbps, yet I was still getting 1mbps.

I then looked through my routers set up and gave them the values for SNR and attenuation, as well as my distance from the exchange. The guy told me I had a line problem, and he told me to get something called a "pair" replaced. He gave me the number of the guy to call to do this. While I'm at it, I'm also gonna get all my internal wiring changed.

anyway call them up, get your lines replaced and I think 1mbps should work easily...
