Need help with rainbow six siege

I really need help with optimization on ps4,I've recently installed nayatel switching from PTCL,but the problem im facing is that ive always played on europe servers as all my friends are on europe,the best ping im able to have is 140ms which is really good for someone in pakistan but the problem is my ip changes everytime i relaunch the game and because of this my ping goes betweem 140-280 and switches between weu and seas servers with no difference in ping,now the people at nayatel are asking me for a gaming ip pool for western europe servers,im specifically talking about r6 because every other game has 150 ms on europe,i need to know if anyone knows the ip pools or ranges specifically for netherlands(closest data center ) or even just weu servers,mind me i dont know alot about ip pools mostly play on ps4

Just google amazon servers ip ranges and you'll find them for all regions. Also, it's possible to play on seas with 80 ms ping on TW backbone.
