Yes. Jasper 360 should be your preference.
Jasper isn't any kind of mod. It's a chipset currently used in new 360's and yes you can identify it like you said 12.1A rating refers to Jasper.
The DVD region 3 is Asian which is also represented by NTSC-JP
That's all you need to know.
Region 1 = USA
Region 2 = PAL i.e Europe
Region 3 = Asia
It's usually written on the box. The Asian region is NTSC-JP. European is PAL and American is NTSC-UC.
Well in that case i cannot help you as i am in Karachi. Plus i don't think there would be any real difference from wherever you buy the console.

Stealth patches are already applied to most Xbox 360 games in the market. Such patches help you play online without fear of getting banned, hence the name "stealth patch".
1. Yes, latest stealth patches have proven themselves to be pretty relaible when playing online. I myself have been playing on LIVE for a few months and everything is fine.
2. No, you cannot play on Xbox LIVE if you refuse to go through an update which might be available at the time....again, so far its safe to update.
3. You can't escape a ban....period.
4. If you're buying the Xbox 360 in Pakistan then it will be modded already. No need to worry about that. However, just to make sure, you should ask the shop keeper if the Xbox 360 you are buying has been "already flashed with iXtreme 1.6 firmware"
iXtreme 1.6 is the latest firmware.
5. I have heard of a method to un-ban an XBox 360 console, but due to the method's complex nature and no guarentee only few have tried it. -
