Depends. What are you trying to buy and is it from a Pakistani online store or foreign?

From what I can understand, you want to buy something online as a person outside Pakistan (or even ordering from inside Pakistan) and have it shipped to Pakistan. As it's a difference of payment method, I don't see why it would be a problem for local online stores if you have a Pakistani address and a phone number, except for the fact that they don't support Paypal.

For online stores outside Pakistan which is probably what you are asking for going by that "without getting ripped-off" is another story. Unfortunately, your only option is to use a freight forwarding service or contact people like here on PG who import stuff from abroad. You might try your luck by shipping them to yourself abroad and then sending stuff to Pakistan by marking them as gift and not declaring the item's true value which I have heard has worked for some people, not sure if it is completely fool proof as I have heard people over at customs still find out the true cost even of a gift and try to rip you off.

The best way probably in my opinion (second case) is to buy the things from AliExpress if they are available there as it has never been a problem for me getting stuff here and I have never been charged custom charges over them.

If this is still not what you are looking for then as others have said, you might want to provide more information as to what exactly you are after. Hope this helps, have a good day!

In case of some electronic item. a phone or something.

In case of some food items. Groceries.

In case of charities. Hussaini blood bank, JDC, Edhi guys

Idea was to pay a local store so they can deliver...i.e daraz, someone from PG, etc.

Local purchases should not be a problem.

@NaNoW send me details of what you need. Can pay on your behalf and also get it shipped to Pak aswell.

Edit : Okay so I thought you want to import something. I get your point. There's no professional service for this, however I can still help.

Secondly, there are many stores here in Pakistan who accept PayPal / Debit cards (international included) and deliver at provided address (Pakistani ones) to facilitate people intending to gift things to others.

Yes, but as manigamer said, almost all online stores here in Pakistan already support these payment methods and delivered to your assigned Pakistani address.

You reap what you sow. This is what happens when you take away choice from consumers. Even with 88% split going to developers, they can't recoup costs. Meanwhile, Helldivers 2 is a massive hit for Sony thanks in big part to Steam.
