Legal Action If the buyer of your car isn't transferring to his name?

Aoa guys,

In this year's July, I sold my car to a guy who probably looked like a showroom owner. So we did the paperwork on the registered government stamp. In the stamp we stated everything that is done before selling the car, Names, CNIC copies, Car model, Engine no, Price, signature, witnesses etc. and Its been 5 months the guy hasn't transferred the registration to his name, its still registered to mine.

I've called him multiple times in this 5 months duration to do it, but he makes excuses like I'll do it next month, I still have the car and I won't sell it before transferring it etc. etc.

Later today, I got a call from a friend that someone he know has purchased my car, and he was asking how much did you sell it to the first owner and casual questions about price. So now the my car is in hands of a second owner but still registered to my name? what to do if it goes to a third owner?

This is bit of worrisome and confusing now for me, as our country is full of surprises you never know what happens. The car registered to your name can be used anyway in any legal or illegal activity, which may be the cause of trouble for you.

Now the question is what legal action can be done to force the owner transferring the registration, In Punjab I've heard there is a strict policy for that but in Sindh? If there is anyone who has proper answer to it or any way please answers, this is making me worried I'm sure Pakgamers has lot of knowledgeable people to answer that like @Jshak.

PS: The car has Karachi plate number.

No i won't be, yes usually its done without transferring just agreeing upon a sale deed as transferring is the buyer's matter. But yes it is still my headache as i have to convince the buyer to transfer and authorities never bother to check as the vehicle is registered to someone else's name while its in use of someone else. oh gosh its so hard to answer your question!

One person named Shiraz from pg begged me to sell my cultus and glued to me sell the car, without checking etc he took the car same night. 2 days later, he sold it and he misguided me on the whole situation. 3 months later I came to know the car was still under my name, although he took all the details from me for the car transfer to everything, he was a cheat from the beginning. In the end, I had to make sure he get's the car transfered. Was glued to him till he get's it done to the person he sold it. Now it's all cool. You need to get after them. If not the will share a number if things messes up more.

He does hold the sale deed, besides that i'll cause serious trouble, dushmani to nai dalni na bande se.

And i'm trying to find a legal and sort of safe way avoiding police stations etc, some one said to send application to the excise office or something.

Actually after reading this, I realized that one of my dad’s old cars that he sold 4 years ago still hasn’t been transferred to someone else’s name. However, the excise website shows “RF” after my dad’s name under Owner Name. When I enter the number of his current car, there is no RF, just his name. What does that mean?

My dad sold a car around 5 years ago. I just checked and its still registered to his name. I don't think my dad has any contact information about the guy who bought it lol. Allah khair karay.
