do i have to pay anything to custom officers or any security to take it to dubai ? and no its not exceeding the weight limit.
im going to dubai and taking my PS4 in my handbag. is it ok ? or will i be stopped by security ?

I just brought mine back to Pakistan, and took it back to Dubai in my carry-on bag. No issues at either airports.
Customs don't care about this kind of stuff. They're not going to tax a used gaming console.
I wouldn't recommend putting it in checked bags because of the fact that they're thrown around a lot.
Bro just carry it with your hand carry i have traveled couple of times nothing happens.

I dont think games have looked any better since 2019 onwards and they are performing worse and worse. Game developers have really dropped the ball.
