are you kidding me GTX 960 is a mediocre GPU you could not expect wonders in 1080p gaming with that kid grab GTX 970 its slightly better than AMD R9 380

Why not go for an Amd Rx 580(19k-22k) or even a rx 570(14k-16k) if you're on a tight budget. In used gpus Amd gives a much better bang for the buck than the Nvidea Lineup. Besides it's very important that you get a gpu with atleast 4gb video memory.

Yeah my budget is only 13-14k, Yeah I've been using amd pretty much all my life now except the GT-440 my bro gifted me. so if I get rx570 would a gtx 970 be better or not?

Gtx 970 is a 20k-22k gpu. If you can afford that much then a rx 580 is much better at this price range. Gtx 1060 3gb outperforms the gtx 970 & rx 580 out performs 1060 in some games. It all depends on your budget & preferences. Rx 570 is available at a nice sweet spot. Better get Rx 570 even if you have to pay 15-16k for it.

I would say go for the RX 570 4 gb

Yeah my budget is actually 10k but I'll save up 4-5 k more to get the rx570 now thanks.
