I have been using Connect service for almost 3 years now. Charges for 1.5 mbps package varies from area to area; it's anywhere between 1000 to 1300 Rs. For availability, you can call them (check for contact details on Connect Communications). Their service is excellent, but that is not to say it's flawless. Though I have been pretty content with them. They have this "happy hours" feature during which your download speed is doubled from your normal speed. On a 1.5 mbps package, I get about 155-165 kbps normally, and during happy hours, it goes up to 290 kbps. Happy hours are from midnight to mid-afternoon. Browsing is pretty fast as well. Pings on international servers are generally in the range of 160-200, which I believe is optimal, but not that great. No, the IP is not static. They provide a twisted-pair cable to your home which you can plug into your computer and connect to the internet with their dailer, or you can plug that wire into a router (self-purchased) and use the internet on multiple devices via WiFi (Do note that they only allow multiple device usage on ConnectRed (1.5 mbps package)).
Their website -- DoDear Portal | Entertainment is Guaranteed -- is perhaps the number one reason I'm still with them. They upload too damn fast; almost unnecessarily fast. You can check out that website on a non-Connect connection, but you won't be able to download anything. Download speed goes up 7 to 10 mbps while downloading from their server.
