Bringing Mobile from UAE

Guys as you are aware that now a days a lot going on like DRIBS & Carrying only 1 Mobile while coming to Airport in Pakistan etc.

So need your help. My brother will be coming from UAE to Pakistan at around 20th Dec. I had bought Oneplus6 (For around PKR.60,000/-) from online store in UAE and got it delivered to my brother's home.

Need help for following points:

1. Can my brother bring in 2 Mobiles (His & Mine) in hand carry? As I've heard now you can't bring 2 Mobiles.
2. Do I need PTA NOC for my brother to bring my mobile in hand carry or NOC is needed when you get the mobile shipped only?
3. As DRIBS deadline is 1st Dec so my mobile won't be registered here so what's the way forward for this?
4. I've also heard there will be IMEI registration devices placed at airports and after paying the duties you can get your phone registered at Airport. So will this process be applicable for my mobile and how much duty will be applied on the phone as I've roughly bought it for 60K. And will this be a short & quick process at Airport?

You may also let me know any related information.

1. One per person per year duty free. up to 5 per year after paying duties etc. All immigrants can register their working phone at the airport to get it working temporarily in Pakistan (up to 30 days free, there after you would need to pay the duties)
2. No, not for hand carry.
3. between 1 and 31st DEc you can pay duty + sales tax (at airport counter i assume) and get it activated
4. Yes, see An#1. As for the actual duty it is available from FBR's website

Anyone general idea how much tax to be paid on a 60k mobile as I can't understand the tax policy. Secondly will the taxation be based on invoice value or custom officer himself assesses it as I've bought it in black friday sale but in Pakistan it's much more expensive for reference daraz is selling it for 90k plus.

the taxation at airports will be handled by PTA. They have a price list for most phones, if they do not they may ask for your own invoice. The total tax is roughly as follows:
Cost of phone ($): Tax (Rs.)
50 to 249: 4700 to 13500
250 to 500: 15700 to 30500
550 to 1000: 35000 to 58000

Does anybody have any idea if the 1 mobile phone exempt rule is for Overseas Pakistanis traveling to Pakistan only or for All Pakistanis?
