Like Shyber said; GTA4 is one of those games that just doesn't work cross system on an SDTV (a regular TV). If you have an HDTV with an HDMI or a Composite or something it should work perfectly.
As a rule, the PS3 is totally region free; true for all games. But some games have the PAL/NTSC problem on Standard TVs and that is due to the display more than anything else.
Are you using an HDTV/LCD or SDTV?
Then there won't be any problems and it will work perfectly.
Yaar I don't even know what region my ps3 is, never bothered to check, and yet I've played both Pal and Ntsc games on it. Your GTA should run just fine.
Yes it will work. All PS3 games are region free. However, you may face some problems if you have a CRT TV.

I dont think games have looked any better since 2019 onwards and they are performing worse and worse. Game developers have really dropped the ball.
