Yup! tRASmin or tRAS-minimum you can call it x) Its related to memory timings and latency..
The min number of cycles needed to access the rows or memory pages of your ram I suppose!
My ram clocks are 9-9-9-24-2T sum the ratings up like this tCL-tRCD-tRP-tRAS-CR
So my tRAS is 24 Clocks here which means my ram's pages or rows are going to be accessed in 24 clock cycles.
for better performance, it is better to lower the timing cycle!

Maybe its limited by Motherboard? Maybe it will give best performance if kept at a low value? I am not sure.

what are the room or your inside case temps? rough idea!
Are these idle temps? What is the temp on load like during gaming? Usually core 2 duo can handle heat upto around 70 degrees and then they trip. But to keep it at a safe temperature it is advised to keep the processor temperature below 60 degrees.
Well there was an option in the bios under Processor Overrides, "Enhanced Power Slope" which was Disabled by default, it stabilizes the cpu voltages. Maybe I should turn it on and then check my temps! I haven't oc'd my procsr yet
