Shader compilation will happen to everyone so if there are conflicting reports then something else is going on. I think one of the review mentioned compiling them is an option so maybe NXgamer started without doing so?
Also, for this game, I dont mind the 30 fps mode at all! The controls are responsive and it feels super smooth plus, it looks fkin amazing too save for some shimmer here and there when moving in the elevators etc.
So for this, my preferred mode is the Graphics mode!
I think they must be using FSR2 or a (very good) custom upscale solution cause the raw pixel count seems too low for the IQ at display. Or maybe the games dark nature does a good job hiding it along with the heavy post processing.

I ended up capping the framerate to 60hz and the game pretty much stays at 60 until I enter a new area and then I get about a one second bout of stuttering.
The fact that it's a hard coded option even on PC means it's a part of their engine pipeline regardless of whether the game would have been able to hit 60 with or without it.
Also, according to John, this aggressive-ness is mostly an issue on PS5 with its software VRS. On Xbox, where it has native hardware support, it's not, or less, of an issue.
