no gold membership . i think u need to be level 25 to make a clan .

That level requires in Black Shot for Dota the Clan lord should be a Gold Member with GG Shells
between I am at lvl 22

so as soon as somones gold membership expires he is no more a clan lord ??

I'm not sure but he require GG Shells to keep himself a clan lord or no clan

Err no matter what the case you have to be lvl 25 to make a clan (I am a gold member my self lvl 23 & I can't make a clan till lvl 25)
