It could be something else. When I first bought my 9600GT, and tried it on my 300W PSU. After the driver installation, the PC didn't start. So, my dad took the CPU to change its power supply, but that DIDN'T work. So the shopdude gave us an Acer branded cpu for 2000 extra rupees with a 300W PSU. And the card worked flawlessly.
My point is, the card could have damaged something else besides the PSU as well.

Then a multimeter would be required to read the PSU readings with the gpu installed.
Possible faulty PCI-e connectors or a rail of your psu.
Check with another psu that is known to be working. If it still doesn't work, check another GPU. If another GPU works, fried GPU/faulty gpu that's either drawing too much power due to a short circuit, or not letting enough power to boot, through (6 pin connector ON the gpu kaput). If another GPU doesn't work, get a new motherboard.
