Prime is a very good cooler and is quite silent in operation as well and IMX is giving it with one extra fan.

      What exactly is your budget?

      you got enough replies

i would like to add one thing.... thats Ambient Temperature (room temp. in which pc is running) ... if AC working there and room temp. below 30c then you can get full benift from the CPU cooler...

and if your room temp. 40~45c then better to get a budget CPU cooler ... i am telling this from personal experience with Noctua NH-D14 and Silver Arrow
