It should run your system fine, but your processor would bottleneck in its performance (about the Q6600).

Psu is enough to run the HD 6790 and yes its true q6600 will bottleneck Mine experience of q6600 my worst experience in life....

Yeah it is enuf as i m using this same card with my cooler master 500 watt psu with core i3 i have overclocked it too but still it is stable with 8 gb ram

HIS recommends 500W or greater power supply for 6790 http://www.hisdigital.com/un/product2-607.shtml
so ur PSU model 0316 http://www.thermaltake.com.au/produc...?id=C_00001774
should be able to run 6790. Although it gives 14A on 12V1 and 15A on 12V2 rail but combined 12V output is limited to 23A and not 29A (14+15A)
i think 23A on 12V are good for ur setup. The PSU gives 400W at nominal and 500W peak output as seen in above link.
i'm not sure of differences between W0316 and W0316RE. There may or may not be any major difference.
