Well buddy uve asked a good question...
you can get ideas from anywhere for example. games, movies, posters, magazines, but u have to make sure that colours and lights play the important role and the source of inspiration can be caught from any thing.

      take care

      That's a difficult question.

I usually play with the color tones, saturation, brightness and contrast, and everything else we have in PS. Sometimes I'd copy my image layer, blur it, and put it on "soft light" to give the image a partly blurry look. Otherwise I'd play with the various options and stuff. There's no real 'way' of doing it, there are just too many ways to list.

Yup... Simple and Complex Question at the same time... Well for me (As a Concept Artist) it like Making Jigsaw Puzzle to create a Design... But the Idea generating Process Depands on the Product you want a design for.. if its a Character Design for a Game.. or a Character Design for a Movie? A billboard of a Ciggerette or of a Soap?... For Example i am Said in my Office to create a Character... My First Question to My Manager Will be this : "How Old? 2nd: Hero, villian or Supporting? 3rd: Ethinicity? 4rth: Realistic/Cartoonic/Characature/Hyper Realistic?

These are very important Questions I always ask before going to create a Character Design... its because the Limitation of the time Otherwise I would prefere the Whole Story before starting a Character, so I could get the Idea what I am going to create.. After these steps I go on Watching People, of THAT age of THAT Ethinicity of THAT behaviour... Whether on Roads, Movies, magazine or on internet...

and then there is a Whole Fulltime Process starts.. First I design many rough sketches with Blue Pencils (with circles and boxes) then I light and Shade it, then the Aproved one gets My Whole Attentions for the Detail.
After that Whether charcter was designed for 2d or 3d.. I must creat its Character-Model-Sheet in Which I have to Show this character from front-profile-up and Back Views.

And After that modelling rigging texturing Animatinon etc ges on..

I only described a little about only character design ...

      Regards
