Those shoulder pads have been there since the Halo 2 design model actually. God you guys
They do look a bit more "apparent" now though. They are not jetpacks. They are low-powered zero-G thrusters that help the chief move around in zero-G environments. They were first used in the first level of Halo 2 for a short while. They were still there on his armor in Halo 3 but weren't used.
Here's his armor model from Halo 3. Even from the front, those thrusters are clearly visible.

Actually the armor plating last panel is going into a tailish finish - like Krogan armor
Could've improved that. But still, pretty cool.

I guess he is curious himself & wants to know how his armor looks back there but his view is blocked by the zero-G thrusters
The last panel looks something you would see at the front, not at the back

Relax people, its just a model made for use in the shortfilms coming up. The Halo 4 game model is still badass.
